Keith Ritter has specialized in building-related mechanical-systems design since 1978. Keith is a full member of the American Society of Heating, Refrigeration, and Air Conditioning Engineers (ASHRAE), the American Society of Plumbing Engineers (ASPE), He received a B.S. degree in mechanical engineering from San Jose State University in 1975 and his professional registration in 1979.

From 1975-1978, he was an engineer at a major pump manufacturer. He then relocated to the north state and was employed from 1978-1988 as an HVAC & plumbing system design engineer with two regional consulting engineering firms.

In 1988, he co-founded M/E Systems Engineering and has been principal in charge of all mechanical engineering activities of the firm. He currently is the company president. With M/E Systems, he has engineered over 1000 HVAC and plumbing systems for schools, hospitals, commercial offices, governmental agencies, multi-family facilities, and industrial operations throughout California. In 1997, he engineered an innovative cooling system that used irrigation water to air condition a local high school campus. This design was awarded 1st place in ASHRAE’s Region 10 (California, Nevada, Arizona) Technology Award competition. He has pioneered the application of other state-of-the-art HVAC system concepts in the North State, including geothermal heating systems, ice thermal-storage systems, heat recovery, and ground-coupled heat pump systems.

SCOTT TURNBULL, P.E.

Mechanical Engineer/Branch Manager – Roseville, CA


Scott Turnbull has designed building related mechanical-systems since 2003. As associate engineer with M/E Systems Engineering in Redding (2003-2007) and Turley & Associates in Sacramento (2007-2008), he was responsible for the project management and design of new and renovated HVAC and plumbing systems. He returned to M/E Systems to open and manage their Roseville branch office in 2008. Scott seeks to meet building owners' requirements with mechanical designs that are both energy efficient and simple to operate and maintain. His projects have included commercial, educational (K-12 & higher education), multi-family residential, municipal, and medical facilities. His energy efficient designs include thermal energy (ice) storage, variable air volume (VAV), and geothermal heating systems. Scott has experience with LEED projects, including a LEED Gold certified medical clinic. He is also familiar with the requirements of the Division of the State Architect (DSA) and Office of Statewide Health Planning and Development (OSHPD).
